Your lucky bamboo is actually a type of dracaena and not bamboo. It was cut and the top of the plant was stunted and will not grow any taller. What you have is side shoots that will eventually grow into a plant stock as the leaves grow and eventually fall off. The new side shoots will eventually make the plant look taller. Let the leaves be and enjoy. Try dumping the old water out and use bottled water because tap water contains chlorine and fluorides causing a build up in the tips of the stems and causing a chemical burn on the tips of the leaves. You should change the water every couple of days and keep the water clean. You can give it a diluted mixture of Rapid Grow or Miracle grow and place in a real bright window. Early morning and late afternoon sun is fine.

The tops of many lucky bamboos are cut off to promote sprouting of leaves. If that's the case with yours it will not grow any taller.
